Mr. Vincent Omari Okong’o is the Director, Preventive Services at the Ethics and Anti-Corruption Commission (EACC). He was appointed to this position on 1st November 2013. Prior to this appointment, Mr. Okong’o worked in the same Commission as the Ag. Director, Preventive Services for one (1) year and as the Deputy Director in charge of Research and Planning (heading the Research and Policy Department) for a period of seven (7) years. He briefly served as the Director, Field Services from May, 2018 to February, 2019. During the period, Mr. Okong’o oversaw the establishment and operationalization of the National Integrity Academy. He also oversaw the Kenya Leadership and Integrity Forum Secretariat among other responsibilities. As the Director Preventive Services, Mr. Okong’o provides leadership in the implementation of the Commission’s Corruption prevention mandate, research, strategic planning, monitoring and evaluation and performance management. He has successfully initiated and led large and strategic programmes at EACC that have impacted positively on the fight against corruption and promotion of sound ethical standards in Kenya and beyond. These include systems reviews and enterprise anti-corruption risk management in public bodies at the national and county level, the establishment and operationalization of the National Integrity Academy, development of the national ethics and anti-corruption policy, training of public officials on corruption prevention and integrity assurance, national anti-corruption public education and awareness campaigns, Commission strategic plan development and implementation coordination, policy research and anti-corruption survey and programme monitoring and evaluation among others. He has been appointed to various positions of leadership and managerial responsibilities at the Commission. Mr. Okong’o has vast experience in the public sector where he has gained over twenty three (23) years’ professional work experience as an Economist, Researcher, Policy Analyst, and Public Sector Reforms/Governance and Anti-Corruption expert. Prior to joining EACC, he worked as an Economist/Planning Officer with a number of agencies in the Government of Kenya, namely; Kenya Revenue Authority (Principal Analyst – Research and Corporate Planning); Cabinet Office (Economist – public sector reforms, governance and e-Government); Finance and Planning (Economist, macro-economic planning); and Labour and Human Resources Development (Economist, Labour sector policy and planning). In the period, he was instrumental in the design, development and implementation of policies and programmes for economic and social development in Kenya, public sector reforms and management, taxation and revenue administration, mainstreaming anti-corruption, integrity and ethics in the public, private and civil society sectors, introduction of e-government and mainstreaming results based management in the public service in the Government of Kenya, strategic planning and strategy implementation, monitoring and evaluation among others. His areas of specialization include corruption prevention (enterprise systems reviews and corruption risk assessments, ethics compliance, and building and sustaining institutional integrity), anti-corruption education, training and awareness, research on corruption, anti-corruption and governance related issues, economic planning (design and development of economic policies and programmes, tax modelling and forecasting); strategic planning (strategy formulation and implementation); programme and project management; monitoring and evaluation; results based management; and strategic leadership among others. Mr. Okong’o holds a MA (Economic Policy Management) from Makerere University, Uganda; MA (Economic and Social Studies) from the Manchester University, United Kingdom, and a BA (Economics) from the University of Nairobi, Kenya. He has professional trainings in policy analysis, macroeconomic management, financial programming and policies (design of economic policies and programmes), research, strategic management, corporate governance, strategic leadership, project management, motoring and evaluation, governance, anti-corruption, ethics and computing among others. Mr. Okong’o is an alumni of several institutions of learning, including the Kenya School of Government (Strategic Leadership Development Programme); Singapore Civil Service College (Programme on Better Governance – Issues and Challenges in Corruption Control for Senior Policy Makers); Carleton University (International Programme for Development Evaluation, IPDET, Ottawa, Canada); International Monetary Fund (IMF) Institute (Financial Programming and Polices Course, Washington DC, USA); Joint African Institute (Macroeconomic Management for Financial Stability and Poverty Reduction Course, Tunis, Tunisia); Makerere University; Manchester University: University of Nairobi; and Starehe Boys Center and School among others. He is a Life Member of the International Evaluation Association. Mr. Okong’o is widely exposed internationally and locally through professional and official engagements. He has represented the Institutions he has worked for and the Government of Kenya in high level national and international fora, conferences, workshops and seminars as a participant and an expert. On 12th December 2023, Mr Okong’o was awarded Moran Burning Spear (M.B.S.) by H.E President William Ruto during Jamhuri day celebrations.
